Yoweri Museveni was not the president of Uganda when the genocide first occurred. The president at that time was actually killed in a plane crash. The plane was shot down by insurgents in the eye of the genocide. Soon after, Yoweri Museveni and the Rwandan Patriotic Front (RPF) rose to power. With their rise came the acceptance of refugees from the bloodshed that occurred.
