Reading through the problem we have "60 is" that's 60 equals, "what percent" that's x over 100 or x/100, "of 250" times 250.
Cross canceling the 100 and 250, we get 2 and 5.
So now we have [tex]60=\frac{5x}{2}[/tex] and multiplying both sides by 2 to get rid of the fraction we get 120 = 5x.
Dividing both sides by 5 we find that 24 = x.
