According to johnston and pennypacker's definition of behavior, why is "waiting for someone" not a behavior?

Waiting for someone may not be understood as a behavior because, while doing so, you are not interacting with someone and being active. When you are waiting, you are passive and not interacting with anyone. Psychologists have studied people waiting for someone, or something, and stated that it can't be categorized as a behavior.
