Why was the continental congress unable to fix the economic crisis after the American revolution?

The Continental Congress instituted a weak government, which they had denominated "League of Friendship". The South was hurting due to the taxes on imports that Congress established as means for internal federal revenue. Sectionalism proved an unstabilizer for the country and greatly affected its economy.
