Roads are most slippery at the beginning of rain storms due to oil and dirt from traffic. By the end of a rain storm, the oil and dirt are more likely to have been washed off the roadway. Additionally, rain is not the only factor that can contribute to slippery roadways - and not even the most dangerous. Ice is even slipperier.
