The U.S. is not a Democracy, it is a Republic. In a pure Democracy all citizens would vote on legislation (think athenian democracy here). As prescribed in the constitution U.S. citizens vote to elect representatives in the two houses of Congress and vote for a President to represent the entire nation. This system is known as a Repiblic which was first used by the Romans.
