I’m not quite sure what you are asking. Though, if you want an equation in slope-intercept form, it would be:

y=2/3x + 7

To ensure that the equation is correct, plug in the -3 on x and the 5 on y.

5=2/3(-3)+7

5=-2+7

5=5
